Earlier directory-cleanup workflow

These files preserve the local cleanup workflow completed on branch chore/repository-directory-cleanup through commit eeff9a9a. A separate cleanup workflow was merged remotely in d84c3d69.

The merge retains the current cleanup records and their later approval adjustment: todo.txt stays at the repository root. The remote feature-flags documentation moves and bookmarklet work are retained. These archived plans and logs describe the earlier execution, not the final merged layout.
