Implementation summary

Stage 1 - Search and status toolbar

• Changes: added progressively enhanced search, single-select status chips with search-relative counts, hidden empty groups, empty recovery, live result count, slash shortcut, and wrapping sticky controls offset below the version banner. Extended existing template/script/tool stylesheet and added an isolated real-template browser fixture.

• Verification: node tests/browser/feature_flags_toolbar.mjs passed search fields, trimming/case, overlapping statuses, counts, combined queries, empty recovery, keyboard shortcut exclusions/focus, read-only semantics, no-JS list/forms, and light/dark/console at 375px/1150px with sticky banner present/absent. PHP lint and JavaScript syntax checks passed. php tests/run.php FeatureFlagEvaluatorTest FeatureFlagsBehaviorTest: 19/19 passed. Screenshots saved under /tmp/feature-flags-{theme}-{width}.png; mobile visual review corrected inherited full-width chip styling, followed by a passing rerun.

• Notes: no state model or API changes. Initial sticky test used a fixed scroll amount insufficient on narrow screens; corrected the test to scroll relative to toolbar position. Save integration remains Stage 2.

Stage 2 - Confirmed save updates and completion

• Changes: refreshed results/counts after confirmed signed saves, recovered focus to search when saved rows disappear, and relinquished recovery when the user deliberately moves focus during a pending save. Rendered initially hidden reset forms for editable default rows so newly overridden flags can reset immediately. Removed the completed todo entry. Extended the existing real operator browser test to enter through Tools and verify filtered signed toggle/reset behavior.

• Verification: node tests/browser/feature_flags_toolbar.mjs passed all Stage 1 checks plus toggle/reset count updates, newly exposed reset, failed-save state/feedback, disappearing-row focus, and delayed-save focus (including moving elsewhere then returning to the body). node tests/browser/private_message_live_navigation.mjs passed navigation/failure/focus recovery checks. node tests/browser/private_message_history_sync_browser.mjs passed the real signed operator flow, deployment overrides, permission checks, retained stores, messaging navigation and available-theme cycles; artifacts: /tmp/history-sync-browser-Cn2rxa. Targeted PHP run: 28/28 passed across FeatureFlagEvaluatorTest, FeatureFlagsBehaviorTest, PrivateMessageFeatureFlagTest, and four WriteApiSmokeTest signed-write/authorization/POST fallback cases.

• Notes: uses the existing asset loading path and prepare/finalize APIs. External deployment and migrations are not applicable; no schema, API, or infrastructure changes. Local verification uses isolated fixtures/repositories. Rollback is by reverting the two application stage commits.
